“Association of designers, manufactures and users of equipment and applications based on Global Navigation Satellite systems, GLONASS/GNSS – Forum” was established in October 2007 in pursuance comprehensive plan of actions for the forced development of GLONASS in interests of national safety, social and economic, scientific and commercial purposes.
The Association is a non-governmental non-profit organization, was found by legal entities by voluntary consolidation for coordination of its activity and target achievement providing of Association Regulations, also for presentation and protection of its interests.
Association members can be every legal entity working mainly in the sphere of design, manufacture or use of equipment and applications based on GLONASS system technologies.
The Association is the legal entity and organizes its activity on the grounds of the present Rule and effective legislation of the Russian Federation.
Association unites more than 50 leading Russian state and commercial enterprises, scientific and educational institutes involved in GLONASS design, manufactures of satellite equipment (applications) and satellite navigation technology users.
The main goals of Association are – coordinates activities of its members involved in development, production and commercial use of GLONASS-based equipment and applications; analyses and selects GLONASS development priorities on the territory of Russian Federation; participates in government policy-making in the field of GLONASS commercial use; cooperates with Russian and foreign partners to enhance the investment appeal, material and technical resources and scientific expertise of enterprises.
Primary areas of Association activity:
Creation of uniform information base concerning scientific, technical, technological and legal aspects in the field of design, manufacture and use of GLONASS-based equipment.
Organization of scientific practical conference, forums, workshops and trainings in order to expand commercial use of GLONASS-based equipment and applications.

Association activity in different regions of Russian Federation. Due to the active participation of association members and management initiates substantial work on popularization of GLONASS-based technologies for the purpose of social economical development of the country and particular regions.
Certification and standardization in the field of design and manufacture equipment and applications based on navigation satellite systems. The system of voluntary certification “Basis” was established in 2008. It provides independent estimation of the certification objects in accordance with requirements, standards, specifications, contracts for the purpose of solving navigation targets.
The electronic catalogue is created and supported by association. It includes information concerning base modules and samples of domestic user’s equipment by GLONASS signals, CLONASS/ GPS/ Galileo. Galileo satellites intensify competition on the market of navigation
Two satellites of the European Galileo global navigation satellite system have successfully passed flight tests. Full satellite group will consist of 30 devices, and there are plans of its expansion after 2015. Apparently, the competition between the navigation systems of different countries is growing.
China Plans Dual Launches of Compass-BeiDou MEOs
News sources indicate that the first Beidou-2 dual launch will take place in April or possibly May. A Long March 3B rocket will carry two middle Earth orbiting (MEO) satellites (M3 and M4) into orbit.
